Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature to allow consideration of House Bill No. 281.

Permits changes to the title of House Bill No. 281 that would normally be prohibited under standard legislative rules.

House Bill No. 281 establishes March 30 of each year as Welcome Home Vietnam Veterans Day in Alaska.
