Creates the Alaska Oil and Gas Competitiveness Review Task Force as a seven-member body consisting of one senator, one representative, and five public members including a petroleum engineer, petroleum geologist, and economist.

Task force cochairs (the senator and representative) receive administrative support from legislative staff; public members serve without compensation but receive per diem and travel expenses under AS 39.20.180.

Task force duties include reviewing historical and potential investment levels in Alaska's oil and gas sector, identifying investment barriers such as tax structure and regulatory requirements, and comparing Alaska's competitiveness to other oil and gas regions.

Task force must submit written findings and recommendations with suggested legislation to the legislature by July 1, 2011 regarding fiscal regime changes and alternative investment attraction methods, and by November 1, 2011 regarding regulatory environment changes.

Task force terminates on the last day of the Second Regular Session of the Twenty-Seventh Alaska State Legislature unless otherwise extended by the legislature.
