Amends Alaska Constitution Article IX, Section 17(a) to modify deposits to the constitutional budget reserve fund from surplus oil revenue

Establishes a $6,000,000,000 baseline adjusted for inflation since July 1, 2013, using federal indices as prescribed by law

Requires two-thirds of the difference between the adjusted $6 billion baseline and actual annual unrestricted oil revenue to be deposited in the budget reserve fund each year

Defines "unrestricted oil revenue" as oil lease bonuses, rentals, royalties, royalty sale proceeds, federal oil revenue sharing payments or bonuses, and taxes on oil income, production, or property not deposited into the permanent fund

Requires the proposed amendment to be placed before Alaska voters at the next general election per Article XIII, Section 1 of the state constitution
