Urges U.S. Congress and the President to propose a constitutional amendment prohibiting corporations, unions, and individuals from making unlimited independent expenditures in support of or opposition to candidates for public office

References the 2010 Citizens United v. Federal Election Commission Supreme Court decision (130 S. Ct. 876) that allowed corporations and unions to make unlimited independent expenditures, reversing prior prohibitions

States that hundreds of millions of dollars spent by corporations and unions following Citizens United ruling have funded negative political advertising that often misinforms voters rather than enabling productive policy discussions

Asserts that a constitutional amendment is the only effective remedy to reverse harmful effects of Citizens United unless the Supreme Court reverses its own ruling

Directs copies of the resolution to be sent to President Barack Obama, Alaska's U.S. Senators and Representative, all members of the 112th Congress, and presiding officers of all other state legislatures
