AK SJR19

Increases Redistricting Board membership from five to fourteen members, composed of five members from the largest political party, five from the second largest political party, and four unaffiliated members based on voter registration.

Replaces gubernatorial and legislative appointment process with a lottery selection system where the elections department selects two board members from each judicial district, then appointed members select remaining members from a pre-established pool.

Requires board members to be registered voters who voted in the preceding four general elections and maintained consistent political affiliation, drawn from a pool of fifteen qualified voters per judicial district.

Increases the concurrence requirement for board actions from three to nine members and for final redistricting plan adoption from three to nine members.

Proposes amendments to Alaska Constitution Article VI, Sections 8, 9, and 10, to be submitted to voters at the next general election.
