Directs Alaska State Legislature to collaborate with Yukon and Northwest Territories legislative assemblies through the Pacific NorthWest Economic Region and its Arctic Caucus to address common issues.

Identifies shared regional problems including inadequate cold climate housing, high rates of suicide and domestic violence, substance abuse, resource extraction economic dependence, remote inaccessible communities with high fuel costs, and insufficient transportation and communication infrastructure.

Authorizes Legislature to work with territorial governments to develop coordinated messaging to U.S. and Canadian federal governments emphasizing that synchronized federal Arctic policies are vital to the three regions' welfare.

Invites Yukon and Northwest Territories governments to join Alaska in an enduring alliance focused on cooperation in scientific research, vessel tracking, emergency preparedness, search and rescue coordination, and economic development through tourism and infrastructure.

Requires copies of the resolution be sent to Canadian Prime Minister Stephen Harper, U.S. President Barack Obama, and other federal officials and Alaska congressional delegation members.
