Urges the U.S. Army and U.S. Air Force to extend the public comment period for the Joint Pacific Alaska Range Complex Modernization and Enhancement Environmental Impact Statement scoping phase by a minimum of 30 days beyond the February 18, 2011 deadline

Identifies concerns that military expansion will significantly affect Alaska's $3.5 billion aviation industry, which supports approximately 47,000 jobs

Notes that four villages in Alaska currently cannot be accessed by air during military operations and proposes expansion could further restrict civilian air traffic into and out of Fairbanks

States that airspace needs have evolved significantly since the mid-1990s due to new technologies and requires complete review of existing and proposed airspace uses by all state government divisions and departments

Directs copies of the resolution to be sent to the U.S. Secretary of Defense, Secretary of the Army, Secretary of the Air Force, and Alaska's congressional delegation
