Identifies that the United States is the only Arctic nation that has not ratified the treaty, despite having 1,000 miles of Arctic coast off Alaska.

Notes that ratification would permit the United States to claim an area of the northern seabed off Alaska equal in size to California beyond the current 200-mile exclusive economic zone.

States that ratification has been pending before the Senate since 1994 and has received favorable reports from the Senate Committee on Foreign Relations in 2004 and 2007, but no vote has occurred.

Asserts that without ratification, the United States cannot participate in deliberations regarding Arctic oil, gas, and mineral resources, scientific research, navigation rules, and environmental concerns related to ocean use.
