Amends AS 28.15.101 to allow the Department of Motor Vehicles to issue driver's licenses with a duration of less than five years to persons authorized to stay in the United States for less than five years.

Requires the license duration to match the person's authorized period of stay in the United States.

Mandates a one-year validity period for licenses issued to persons with indefinite authorized stay status.

Allows license holders with less than five-year licenses to renew without paying a renewal fee during the five-year period following initial issuance.
