Creates exceptions to Alaska Executive Branch Ethics Act allowing state resources to transport spouses and children of the governor and lieutenant governor to events without partisan political purpose.

Permits transportation of children (biological, adopted, or stepchildren under 19, or dependent on governor/lieutenant governor due to disability) if transported with the official and state is reimbursed for actual cost or fair market value.

Allows transportation when child's attendance benefits the state, including when required for official action, at state-sponsored events with customary attendance, as official state representative, or when invited by event sponsor to family-oriented/youth-oriented events related to state issues.

Defines "partisan political purpose" as intending to differentially benefit or harm a candidate, potential candidate, political party, or group, but excludes purposes serving public interest through normal official duties.

Modifies use of state aircraft restrictions by changing "partisan political purposes" to "partisan political purpose" (singular) while maintaining 10 percent limitation on combined official and political use per trip with reimbursement requirements.
