Modifies election pamphlet requirements to be published before primary, general, or special elections instead of only when ballot propositions appear.

Requires lieutenant governor to mail election pamphlets to each household identified from official registration list at least 22 days before elections and publish all pamphlet information on the division's Internet website.

Changes candidate filing deadlines for photographs and statements: primary elections must be filed by day following candidacy declaration deadline, general elections by day following primary election, and special elections by date specified by lieutenant governor.

Requires bills authorizing state general obligation bonds to include a statement with information on current state bonded indebtedness, average annual debt service costs, debt retirement fund availability, estimated debt service requirements, and repayment source.

Mandates state bond committee prepare notices for bond elections containing details on existing indebtedness, debt service costs, capital project descriptions with dollar allocations, and reference to Department of Revenue bonded debt report available on state Internet website.
