Amends AS 15.20.081(i) to make absentee ballot applications valid through two general elections following the date of submission.

Extends validity period to two general elections following an election in which a voter actually casts an absentee ballot.

Permits election officials to deny sending absentee ballots if they receive notice that mail to the voter's address is undeliverable.

Takes effect January 1, 2014.
