Expands private right of action for antitrust violations to include persons injured directly or indirectly, allowing them to recover treble damages plus attorney fees and court costs.

Requires any person commencing an antitrust action to simultaneously mail a copy of the complaint to the attorney general.

Expands the definition of "person" in antitrust statutes to include the state, political subdivisions, cities, boroughs, and governmental entities such as the Alaska Railroad Corporation and University of Alaska.

Allows courts to recover aggregate damages using statistical sampling or reasonable estimation methods without separately proving individual claims or damage amounts.

Authorizes courts to revoke, forfeit, or suspend business charters, licenses, or franchises, or order dissolution or divestiture of assets for antitrust violations.
