HB 15 - Commercial Motor Vehicle Requirements

• Amends AS 19.10.060(c) to require the department to adopt regulations implementing federal statutes and regulations relating to commercial motor vehicles, removing the requirement that regulations avoid loss or withholding of federal highway money.

• Modifies the definition of "commercial motor vehicle" in AS 19.10.300(f)(1) by removing the criterion for vehicles used in transportation of hazardous materials as defined by the U.S. Secretary of Transportation under 49 U.S.C. 5101-5128.

• Updates the definition of "commercial motor vehicle" in AS 19.10.399(1) to remove the hazardous materials transportation criterion and clarifies weight rating thresholds of 10,000 pounds for interstate commerce vehicles and 14,000 pounds for intrastate commerce vehicles.

• Maintains existing exemptions from commercial motor vehicle requirements for emergency equipment, farm vehicles, school buses, federal government vehicles, and vehicles used exclusively for non-commercial purposes.
