Establishes permanent motor vehicle registration option for non-commercial vehicles at least 8 years old in the unorganized borough or municipalities that adopt an ordinance allowing it; permanent registration expires upon transfer of ownership and cannot be renewed.

Permanent registration fees equal standard biennial fees plus an additional $25 permanent registration fee, with motor vehicle tax payable only once at initial registration.

Allows owners of noncommercial trailers (boats, utility, travel, house trailers, etc.) to choose between $30 biennial registration or permanent registration with $25 additional fee; permanent trailer registration requires tax payment only once if same owner retains ownership.

Imposes $2 biennial fee on permanently registered motor vehicles subject to emission control inspection programs.

Allows municipalities to establish separate tax rates for permanently registered vehicles and trailers by ordinance, with notice to department required by January 1 preceding implementation year; municipalities cannot change tax rates more than once every two years.

Takes effect January 1, 2015.
