Requires poll watchers to be registered to vote in Alaska before being appointed to observe elections at precincts and counting centers.

Applies the voter registration requirement to all poll watchers appointed by precinct party committees, party district committees, state party chairpersons, candidates, and organizations sponsoring or opposing initiatives, referendums, or recalls.

Requires members appointed to the state ballot counting review board to be registered to vote in the state.

Maintains existing procedures for appointing state ballot counting review board members, with the director selecting two persons from the governor's political party and two from the party receiving the second-largest statewide vote in the preceding gubernatorial election.
