CS for House Bill No. 21(FIN) - School Terms and Teachers' Retirement

• Allows school boards to adopt alternate school terms with fewer than 180 days if they include minimum instructional hours: 740 hours for kindergarten through third grade and 900 hours for grades four through 12.

• Requires school boards adopting alternate terms with fewer than 172 days to demonstrate commissioner approval based on meeting instructional hour requirements, involvement of students, teachers and community, and majority public support.

• Establishes a service credit table for teachers and noncertificated employees in alternate school terms of less than 172 days, ranging from no credit for fewer than 15 days to 1.0 years of service credit for 150 or more days.

• Allows part-time service of at least half-time to be credited proportionally based on the credit amount earned for equivalent full-time service.

• Takes effect July 1, 2014.
