Adds enrollment cards or other identification issued by federally recognized tribes or tribal organizations as acceptable forms of voter identification for in-person voter registration under AS 15.07.060(c).

Expands acceptable identification documents for mail-in voter registration to include tribal enrollment cards or other tribal identification as an alternative when applicants cannot provide required identification numbers under AS 15.07.060(e).

Includes tribal enrollment cards or other tribal identification as valid voter identification at polling places under AS 15.15.225(a), alongside driver's licenses, passports, and other existing forms.

Allows first-time mail-in voters who initially registered by mail to submit tribal enrollment cards or other tribal identification as proof of identity with absentee ballots under AS 15.20.081(f) and AS 15.20.203(b).

Defines "federally recognized tribe" as a tribe recognized by the U.S. Secretary of the Interior under 25 U.S.C. 479a and "tribal organization" according to 25 U.S.C. 450b.
