Requires parties seeking restraining orders, preliminary injunctions, or orders vacating or staying permits affecting industrial operations to post security in an amount determined proper by the court.

Court must consider including in the security amount compensation for lost wages and benefits to employees and payments to contractors and subcontractors of the affected industrial operation.

Defines "industrial operation" to include construction, energy, timber activities, and oil, gas, and mineral exploration, development, and production.

Security requirement does not prohibit wrongly enjoined parties from obtaining other available relief or limit recovery amounts in the action.
