Requires all voters to present one form of government-issued photo identification before voting, with acceptable forms including Alaska driver's license, state/federal ID cards, U.S. passport, military ID, or student ID from Alaska high schools or accredited institutions.

Alternatively permits voters to present two forms of non-photo identification such as birth certificate, naturalization documents, court records, tribal ID, or Indian health program cards.

Allows election officials to waive the identification requirement only if two officials know the voter's identity and the voter is on the official registration list; both officials must sign beside the voter's name in the register.

Prohibits identification waiver for first-time voters who registered by mail or electronic transmission without providing identification as required during registration.

Makes absentee and questioned ballots ineligible to be counted if voters failed to provide required identification and were not eligible for waiver, unless they submitted acceptable identification or alternative documents with their ballot.
