HB 30 Summary: State Agency Performance Audits

• Establishes a comprehensive performance review system for executive and legislative branch agencies, the University of Alaska, and the Alaska Court System, with the first reviews beginning in 2014 and subsequent reviews occurring every 10 years.

• Requires the legislative audit division to conduct performance reviews and analyze agency materials including 10-year budget histories, organizational charts, audit findings, and budget ratification records to identify efficiency improvements and potential cost reductions.

• Mandates agencies submit lists of programs representing at least 10 percent of general fund budget that could be reduced or eliminated, prioritizing programs that lack current need, statutory authorization, or are non-essential to core services.

• Requires review teams to schedule public hearings in multiple locations, consult with other states on best practices, and provide confidential preliminary reports to the Legislative Budget and Audit Committee by December 16 of the review year.

• Directs final reports to include recommendations on agency effectiveness, budget reductions, elimination of duplicative services, potential agency termination or consolidation, and draft legislation to address identified problems.

• Repeals provisions by July 1, 2023, with the act effective July 1, 2013.
