School districts must develop and require completion of a curriculum segment on the history of American constitutionalism for all students.

The curriculum must cover the Declaration of Independence, first state constitutions, Articles of Confederation, Constitution of the United States, Federalist Papers, Bill of Rights, and other founding documents.

School districts cannot issue secondary school diplomas to students who do not successfully complete the course containing this curriculum segment, and no waivers are permitted.

The legislature finds that understanding American constitutionalism empowers students to make evidence-based civic decisions and is essential to educating Alaska students.

The Act takes effect July 1, 2014.
