• Amends Alaska Statutes (AS 01.10) by adding Article 5 governing state compliance with federal law, regulations, and presidential executive orders.

• Prohibits the state from complying with any federal law, regulation, or presidential executive order until the appropriate federal branch or agency provides written documentation to the applicable state agency, governor, and legislature.

• Requires the federal government to provide a written description of how the state will accomplish compliance with the federal requirement.

• Requires the federal government to provide a written description of the economic effects the federal requirement will have on each affected Alaska community.
