Amends AS 46.03.100(e) to add an exemption from Department of Environmental Conservation prior authorization requirements for firing or using munitions in training activities on active ranges

Applies the exemption to active ranges operated by the United States Department of Defense or United States military agencies or services

Exemption does not apply if the munitions use is otherwise regulated under the Federal Water Pollution Control Act (33 U.S.C. 1251-1376), as amended

Replaces previous language that exempted munitions use only when it did not result in discharge into waters of the United States with broader exemption language referencing federal regulatory authority instead
