Department of Administration shall approve, administer, and coordinate child care services for state officers, employees, and their children, with priority given to state employees' children.

Child care services may be located in state-owned buildings, legislative spaces (with consent), or privately owned facilities convenient to employee workplaces; sponsoring agencies may cover occupancy costs.

Costs of child care services must be offset by fees charged to users, with the option for sliding fee schedules based on household income.

Child care program operators must be selected using state procurement procedures, maintain liability insurance, comply with all state and local licensing standards, and assume financial and legal responsibility.

Act takes effect July 1, 2013.
