• Establishes Alaska Gasline Development Corporation as an independent public corporation of the state (located administratively in Department of Commerce, Community, and Economic Development) with a seven-member board of directors.

• Creates comprehensive regulatory framework under new AS 42.08 authorizing Regulatory Commission of Alaska to regulate in-state natural gas pipelines operating as contract carriers, including certificate issuance, rate approval, and dispute resolution.

• Grants Alaska Gasline Development Corporation right-of-way leases at no appraisal or rental cost from state lands for gas pipeline transportation corridors, with exemptions from state procurement code requirements.

• Exempts property of natural gas pipeline projects developed by Alaska Gasline Development Corporation from state and municipal property taxes before commencement of commercial operations.

• Repeals statutes relating to Alaska Natural Gas Development Authority and creates new confidentiality protections for Alaska Gasline Development Corporation information to prevent commercial harm while facilitating pipeline development.
