Removes the constitutional prohibition on public funding for religious or private educational institutions by deleting language from Article VII, Section 1.

Amends Article IX, Section 6 to allow public funds to be used for "the direct educational benefit of students" as an exception to the public purpose requirement.

Proposed amendments require voter approval at the next general state election in accordance with Article XIII, Section 1 of the Alaska Constitution and state election laws.
