Amends Article IX, Section 7 of the Alaska Constitution to allow dedicated funds for the gas revenue endowment fund alongside existing dedications to Sections 15 and 18.

Establishes a new gas revenue endowment fund as a separate state treasury account to receive all mineral royalty proceeds and tax proceeds from natural gas produced on the North Slope.

Limits annual appropriations from the gas revenue endowment fund to five percent of the average market value of the fund calculated from consecutive fiscal years established by law.

Restricts fund appropriations to income-producing investments designated by law, with appropriations allowed only for public purposes that do not provide dividends or payments unrelated to individual financial need.

Places the proposed constitutional amendments before Alaska voters at the next general election in accordance with Article XIII, Section 1 of the Alaska Constitution.
