Enacts the Interstate Mining Compact into Alaska law, creating a framework for multiple states to coordinate mining regulation and environmental protection standards.

Establishes the Interstate Mining Commission composed of one governor from each participating state, with authority to study mining operations, make recommendations on mining practices, and gather information on environmental effects.

Requires each participating state to develop programs for conserving mined land, protecting public safety, reducing pollution, restoring affected lands, and maintaining an efficient mining industry.

Apportions commission costs among states using a formula of one-half in equal shares and one-half proportional to the value of minerals mined in each state.

Compact becomes effective when enacted by four or more states; individual states may withdraw with one year's written notice to other governors.
