Establishes a framework for school districts to contract with residential psychiatric treatment centers to provide educational services to admitted students, with contract approval required by January 1 prior to the school year.

Requires contracted treatment centers to be licensed under AS 47.32 and meet comprehensive educational standards including teacher certification, curriculum alignment with state standards, special education services, and documented student achievement objectives.

Allows school boards to reject contracts if the proposed reimbursement rate is unreasonable; rejected centers may appeal to the commissioner and then to the state Board of Education and Early Development within specified timeframes.

Sets three-year maximum contract terms and requires treatment centers to comply with federal special education law (20 U.S.C. 1400-1482), allow audits by state and federal agencies, and return overpayments.

Automatically repeals these provisions on July 1, 2020; Act takes effect immediately.
