Provides complete tort immunity to individual fire department employees and members for acts or omissions performed in execution of their departmental functions.

Limits fire department liability to cases alleging intentional misconduct or gross negligence for acts or omissions in execution of departmental functions.

Exempts fire departments from immunity protections when employees or members execute duties under contract with a private entity.

Defines "fire department" as either a municipality or village-operated department, or a state fire marshal-registered department providing services under contract with a municipality or village.

Amends municipal tort immunity provisions to include enhanced 911 emergency system duties, which cannot be subject to claims unless based on intentional misconduct or gross negligence.
