HB 106 Summary: Uniform Interstate Family Support Act

• Updates Alaska's Uniform Interstate Family Support Act (UIFSA) to the 2008 version, enabling more effective enforcement of child support orders across state and international boundaries

• Expands the law to apply to foreign countries and foreign support orders, including establishment of jurisdiction over foreign tribunals and recognition of foreign support agreements

• Adds procedures for determining parentage of children and handling multiple child support orders from different jurisdictions, including consolidated arrears calculations

• Creates new Article 7A establishing support proceedings under the Hague Convention on International Recovery of Child Support, with special rules for convention support orders and foreign support agreements

• Effective July 1, 2015, with provisions allowing the Department of Revenue to adopt implementing regulations, and applies retroactively to proceedings involving prior support orders or determinations
