Amends AS 44.62.020 to prohibit state agencies from adopting, administering, or enforcing regulations that set standards exceeding corresponding federal Environmental Protection Agency standards.

Adds new section 46.03.015 to prevent state statutes from being construed to require implementation of or establish standards that exceed corresponding federal EPA regulations.

Creates a ceiling on Alaska environmental standards, tying them to federal EPA standards as the maximum allowable level.

Applies broadly to all state agencies and statutes related to environmental protection and standards.
