Amends attorney general settlement authority to require that civil action settlements be limited to issues necessary to settle the action and not include unrelated matters.

Prohibits settlements from altering constitutional, statutory, or regulatory procedures required by law.

Exempts tax and regulatory matters from settlement restrictions, including matters related to oil and gas pipelines or products pipelines under the Regulatory Commission of Alaska or other regulatory agencies.

Applies new settlement requirements to all settlements entered into by the attorney general on or after the effective date of the act.

Takes effect immediately upon enactment.
