Amends AS 16.05.251 to require the Board of Fisheries to prioritize restrictions on all other fisheries before restricting personal use fisheries when harvest limits are needed to achieve management goals.

Applies an exemption for subsistence uses of fish stocks as provided in AS 16.05.258, which remain governed by separate rules.

Defines "management goal" as the escapement or estimated population size of an exploited stock that provides the greatest potential for sustained yield, as established by the board.
