Asserts Alaska's state sovereignty and reserves the state's rights under the Ninth and Tenth Amendments to claim credits or setoffs for amounts or injuries inequitably or unlawfully caused by the federal government

Requires the United States to transfer title to federal public land and interests in land to Alaska before January 1, 2017, subject to state acceptance by the Director of the Division of Lands

Exempts from transfer federal land held by non-governmental entities, land used for military or naval purposes, and land that was a national park as of January 1, 2015

Requires the United States to lift all public land orders and federal withdrawals on land not transferred to the state, except for military or naval reservations, allowing state land selections to attach

Suspends a provision of the Alaska National Interest Lands Conservation Act until the later of January 1, 2037, or 20 years after the last public land order is lifted, to allow mineral exploration and resource evaluation
