Mandates independent findings by three commissioners (Natural Resources, Fish and Game, and Environmental Conservation) proving beyond a reasonable doubt that the operation will not constitute danger to fisheries before legislative authorization can be obtained.

Requires the commissioner to submit an interagency report to the legislature containing the three independent determinations, with public comment opportunity and peer review before submission.

Requires revised independent determinations and a revised report to the legislature if an applicant receives a permit or authorization significantly different from one previously granted after obtaining final authorization.
