Adds persons operating motor vehicles for transportation network company services to the list of workers not covered by Alaska workers' compensation insurance, provided the vehicle is owned/leased by the driver and not a taxicab.

Defines "transportation network company" as an entity using digital networks or software applications to connect passengers with drivers, and "transportation network company services" as prearranged passenger transportation arranged through such platforms.

Specifies that transportation network company services begin when a driver accepts a request through the company's digital network or application and end when the passenger exits the vehicle.

Makes the changes retroactive to January 1, 2014 and applies them to all pending claims and proceedings relating to acts or injuries occurring before or after the effective date.

Takes effect immediately upon passage.
