• Establishes the Marijuana Control Board as a regulatory and quasi-judicial agency within the Department of Commerce, Community, and Economic Development with five voting members appointed by the governor and confirmed by the legislature.

• Members of the board and their immediate families cannot have financial interests in the marijuana industry, except for the industry-engaged members; no more than two members may share the same business, occupation, or profession.
