Amends the Alaska Gasline Development Corporation's purpose to prioritize developing natural gas pipelines and an Alaska liquefied natural gas (LNG) project to deliver gas in-state for maximum benefit to Alaskans.

Restricts the corporation from developing an in-state natural gas pipeline intended for over 50 percent export until the state withdraws from its current LNG project, front-end engineering and design agreements are finalized, or July 1, 2017, whichever is earliest.

Establishes the in-state natural gas pipeline fund for planning, financing, development, and operation of in-state natural gas pipelines, with the same development restrictions applied to fund expenditures.

Prohibits the corporation from marketing gas owned or controlled by other entities without express written consent.

Defines "front-end engineering and design" to include basic engineering packages, project agreements, cost estimates, environmental assessments, and activities needed for final investment decisions on the LNG project.
