Establishes licensing system for six types of marijuana establishments: producers, processors, retailers, boutique producers, brokers, and home growers, with annual licenses issued by the state and municipalities.

Requires marijuana testing facilities to be certified by the Department of Environmental Conservation and sets product safety standards, including limiting edible marijuana doses to 10 milligrams of THC per dose individually wrapped.

Prohibits marijuana retailer licenses within 200 feet of schools, churches, and correctional facilities; restricts retail sales to 1 ounce per customer per day and prohibits sales between midnight and 8:00 a.m.

Imposes $50 per ounce excise tax on marijuana sales from producers or brokers to retailers or processors, collected monthly with full reporting requirements.

Establishes municipal authority to regulate or prohibit marijuana establishments through ordinances and allows local regulatory authorities to issue licenses if the state board fails to do so within specified timelines.
