• Establishes an intensive management surcharge on hunting licenses ($10 for residents, $30 for nonresidents) to fund big game prey population programs, with the surcharge repealing December 31, 2022.

• Raises fees for sport fishing, hunting, and trapping licenses for both residents and nonresidents, and increases nonresident big game tag fees by 100 percent.

• Creates special hunting and fishing licenses for residents with developmental disabilities and allows proxy hunting/fishing for persons who are blind, have disabilities, or are 65 years or older.

• Raises the age requirement for obtaining a hunting, trapping, or sport fishing license from under 16 to under 18 years old for residents and maintains under 16 for nonresidents.

• Establishes a $20 fish and game conservation decal program, institutes a $15 fee for Chitina dip net fishing permits, and repeals previous sport fishing surcharge and facility revenue bond provisions.
