Exempts specified state-owned land parcels within Denali State Park, Captain Cook State Recreation Area, Nancy Lake State Recreation Area, and Willow Creek State Recreation Area from special purpose site designation to allow natural gas pipeline right-of-way leasing under AS 38.35.

Requires any pipeline right-of-way lease to reserve public access by foot, snow machine, dog sled, and traditional means along the leased corridor and preserve recreational, scenic, cultural, historical, and habitat values to the maximum extent practicable.

Mandates pipeline leases terminate if commercial operation has not begun within five years of the lease effective date.

Requires leased land to revert to the respective state park or recreation area upon lease termination and satisfaction of restoration and revegetation obligations.

Sets a deadline of January 1, 2020 for any natural gas pipeline right-of-way lease to become effective across the designated land parcels.
