Establishes an annual fee on oil and gas explorers and producers operating north of 68 degrees North latitude that use the James Dalton Highway, based on a percentage of their capital expenditures.

Levies an annual fee on the operator of the Trans Alaska Pipeline System if the operator uses the James Dalton Highway to access the pipeline.

Requires the Department of Revenue to set fee rates to generate revenue equal to 60 percent of the state's cost to maintain and operate the James Dalton Highway and adjacent state-owned facilities (excluding recreational facilities).

Apportions revenue between fees in (a) and (b) based on the department's calculation of highway use by each party subject to the fees.

Takes effect January 1, 2017, with fees payable to the Department of Revenue on or before June 30 each year.
