Authorizes the Department of Motor Vehicles to issue honorary foreign consul license plates to current honorary consuls of foreign countries upon application and proof of Consular Identification Card status.

Establishes a $50 fee for honorary foreign consul plates, collected only on first issuance and replacement.

Permits issuance of special request Gold Rush license plates modeled after the gold rush centennial plate but without the word "centennial."

Allows the Department of Motor Vehicles to issue Alaska Purchase sesquicentennial commemorative plates, with the commissioner required to consult the Alaska Historical Commission on design and color.

Sets the effective date as January 1, 2016, with Alaska Purchase sesquicentennial plate provisions repealing January 1, 2018.
