Establishes the Gordon Haber Denali Wolf Special Management Area as a special purpose site under Alaska Constitution Article VIII, Section 7, to protect wolves from hunting and trapping.

Designates state-owned land and water within a specifically described boundary near Denali National Park and Preserve as part of the special management area, including future state acquisitions within the boundaries.

Reserves all land and water within the area from uses incompatible with wolf protection, except the Department of Fish and Game may take or authorize taking of wolves that present a danger to local residents' health or safety.

Assigns the special management area to the Department of Fish and Game for control, development, and maintenance.
