Amends AS 47.10.093 and AS 47.12.310 to allow disclosure of confidential child protection information to parents or guardians named as alleged perpetrators under specific circumstances.

Permits disclosure when the department obtained information as part of a court-ordered evaluation program of the parent or guardian requesting the information.

Allows disclosure based on substantial evidence that the parent or guardian needs the information for participation in court-ordered treatment and the disclosure is in the best interest of the child.

Permits disclosure based on substantial evidence that the parent needs the information to exercise residual parental rights under AS 47.10.084(c).

Modifies statutory cross-references in AS 47.10.093(a) and AS 47.12.310(a) to include the new disclosure provisions in the list of exceptions to confidentiality restrictions.
