Repeals Alaska's art in public places requirements previously codified in AS 35.27 and AS 44.27.060, eliminating mandatory funding for works of art in new public buildings and facilities.

Amends AS 44.35.030 to exempt veteran memorials constructed by the Department of Military and Veterans' Affairs from art requirement restrictions.

Narrows the scope of the Alaska State Council on the Arts' regulatory authority by limiting its jurisdiction to AS 44.27.040-44.27.058 instead of AS 44.27.040-44.27.060.

Includes grandfather clause exempting any building or facility for which the Department of Transportation and Public Facilities or Alaska State Council on the Arts entered into a contract before the effective date of the Act.
