Repeals AS 28.15.165 and 28.15.166, which provided for administrative revocation of driver's licenses by the Department of Administration.

Transfers driver's license revocation authority solely to courts, which must revoke licenses upon conviction for alcohol-related driving offenses with minimum periods of 90 days to 5 years depending on prior convictions.

Modifies AS 28.15.201(d) to allow courts (not the department) to grant limited license privileges after conviction, requiring ignition interlock devices in communities without public transportation.

Repeals Rule 603(a)(3) of the Alaska Rules of Appellate Procedure, eliminating the appellate review process for administrative revocations.

Provides transition provisions for pending administrative revocation cases and allows persons previously revoked administratively without criminal conviction to reapply for licenses as of the effective date.
