Prohibits requiring nurses and certified nurse aides in health care facilities to work beyond predetermined shifts or accept overtime if it would jeopardize patient or employee safety.

Mandates at least 10 consecutive hours of off-duty time immediately following completion of a scheduled shift.

Allows exceptions for unforeseen emergencies, medical procedures, rural community staffing emergencies (limited to 30 days), voluntary overtime agreements, and specified special circumstances including 16-hour Friday-to-Monday shifts with enhanced compensation.

Requires health care facilities to file semiannual reports with the Department of Labor and Workforce Development detailing overtime and on-call hours for each nurse and certified nurse aide.

Establishes protections against retaliation and requires facilities to provide anonymous complaint processes for patients, nurses, and certified nurse aides regarding staffing levels and patient safety related to overtime work.
